Value Tier List
Kuroko's Basketball Street Rivals is a skill-based game and each character has a different playstyle. Tier lists are a guide, not a rule: a player who has mastered a character can outperform any ranking.
Criteria
Characters are graded independently of the performance-based Tier Lists based on the grading system below: Value = Performance / Cost.

How to read this tier list
Performance is how strong a character is in their best team. Cost is what it takes to obtain and max them (gacha currency, banner rarity, upgrade materials). A mid-tier character that is cheap to get can be better value than an expensive T0.
Value grading system
S
Must-have: top performance for what it costs
A
Great value: clearly worth the investment
B
Fair value: cost and performance roughly balanced
C
Situational: niche, or pricey for what it does
D
Poor value: spend your resources elsewhere
